Expanded Learning Opportunities Program (ELO-P) Home

The Expanded Learning Opportunities Program (ELO-P) grant provides funding for eligible TK-6th grade students to receive before and after-school child care.

 ELO-P programming requirements include a total of 9 hours of learning and care, thus expanding the instructional day. In addition, there must be 30 additional 9-hour intersession days (e.g. school breaks and summer).

The ELO-P program must be offered at no charge and accessible to all students in grades TK-6 who are identified in one or more of the following categories:

• Foster youth
• Homeless
• Low-income (qualify for free and reduced-price meals)

It is the intent of the Legislature that expanded learning programs are pupil-centered, results-driven, include community partners, and complement, but do not replicate, learning activities in the regular school day and school year.

Funds are apportioned to school districts and charter schools based on prior year classroom-based average daily attendance for grades kindergarten through sixth grade (TK/K–6) and the prior year unduplicated pupil percentage as of the Second Principal Apportionment. The purpose of these funds is for afterschool and summer school enrichment programs as described in Education Code Section 46120.

ELO-P funds may be used to support pupil access to expanded learning opportunity programs, which may include, but is not limited to, hiring literacy coaches, high-dosage tutors, school counselors, and instructional day teachers and aides to assist pupils as part of the local educational agency’s program enrichment activities. 

LAUSD offers an expanded learning program through its Beyond the Bell (BTB) program. Parents interested in enrolling their child in our expanded learning program can do so by completing an BTB application at the school site or visiting https://btb.lausd.org/ to complete an application online.

Yes. ELO-P is available for all school districts in California, including charter schools and frontier and remote-classified schools.

Yes. Affiliated or dependent charter schools are treated as a separate Local Education Agency (LEA) and must submit a plan to CDE detailing use of funds. 

No. Once the LEA has fulfilled the hour/day requirements, the LEA can hold ELO-P for any length of time the LEA deems necessary. However, the program must still occur outside of the regular school hours.

No, ELO-P funds cannot be used to pay for programming that occurs during the school day.  As stated in the CDE’s FAQ No. 36: EC Section 46120(b)(1) provides that ELO Program funding shall be expended to develop or provide ELO Programs or services in accordance with ELO Program requirements. ELO Programs are operated either before school, after school, before and after school, and not during the school day.

No. CDE guidance confirms that ELO-P funds can be used for meals provided during ELO-P funded enrichment activities, if reimbursement is first sought through NSPs. 

The guidance does not support, however, the expenditure of ELO-P funds on meals provided during non-ELOP funded enrichment activities.  Specifically, Section 46120(b)(1) permits funding to be expended to develop an expanded learning opportunity program or to provide expanded learning opportunity services.

Yes, provided the training is related to expanded learning and is for teachers providing ELO-P programming. However, the ELO-P programming itself needs to be in-person.
